Kotenna Benard is the Founder, President, and Chief Executive Officer of UrbanCore Infrastructure & Construction, Inc., where she leads the company’s strategic direction, operations, business development, and project execution. She founded UrbanCore to deliver disciplined construction management and infrastructure solutions built on integrity, accountability, and operational excellence.
With an extensive background in commercial, civil, utility, and federal construction, Kotenna has spent her career managing complex, multi-million and billion-dollar capital improvement programs across multiple states. Her experience includes construction management, contract administration, quality assurance and quality control, project controls, scheduling, budgeting, subcontractor management, regulatory compliance, and executive oversight from preconstruction through project closeout.
Known for developing efficient operational systems and building high-performing teams, Kotenna combines executive leadership with practical field experience to deliver projects safely, efficiently, and with a strong focus on client satisfaction. Her leadership philosophy is rooted in preparation, accountability, collaboration, and building lasting relationships with clients, subcontractors, and industry partners.

Kotenna holds a Bachelor of Science in Business Management from Strayer University and continues to expand UrbanCore’s presence in the infrastructure market through strategic partnerships, innovation, and a commitment to excellence.
Under her leadership, UrbanCore has established the operational framework, governance, and quality standards necessary to support sustainable growth while serving commercial, municipal, utility, and federal clients throughout the United States.
